well, i ain't going to say that pioneer square is only known for this but you can be damn sure that atleast once a month you see on the local news someone getting the crap beaten out of them and the video footage is from that area.

I live in the Seattle area, and it's not just Pioneer Square that's deteriorating, it's pretty much all of downtown. I think Seattles reputation as a 'civil' community officially crashed when, a few years ago, a distraught woman in Ballard was teetering on the edge of a bridge and contemplating taking the leap. The troubled woman was encouraged by onlookers to 'Jump!'. She did. I recall the local newscasters being agast that this kind of behavior could happen IN SEATTLE.
