Um... YES, it does make sense. "Bad lighting" means that the person's face is unclear. When a face is unclear, anyone can look better than they do in real life.
Also, tilting your head back can hide facial imperfections, such as a bad chin (either too big or too small) and bad cheeks. So, tilting of the head can make someone look better too.
