Don't know. Pamela Anderson maybe? There was definitely Pamela Anderson craze in the 90s because of Baywatch. Not that I agree, but I wouldn't be surprised if she topped the list.

Considering 1 and 2 were Marky Mark Wahlberg and Pamela Anderson, I would tend to agree. The whole VH1 Top 40 list makes the 90's look like slim pickings.
